Valerii Pekar, born in 1966 in Kyiv, graduated the faculty of cybernetics of T.Shevchenko Kyiv National University and got MBA degree at Kyiv-Mohyla Business School.

He worked as a software programmer for V.Glushkov Institute of Cybernetics. Since 1992, co-founder and president of exhibition organizer company Euroindex. Founder and chairman of supervisory board of KyivExpoPlaza exhibition centre.

Chairman of ICT Committee of Ukrainian Union of Industrialists and Entrepreneurs (USPP), vice-chairman of Internet Association of Ukraine. Parliamentary advisor on freedom of speech and information. Columnist for Hi-Tech PRO monthly (since 1998).
